Well, on many XL+U, Diamond, and other templates, areas with wastelands can appear. Before the Factory was added, it was just another neutral landscape – like sand, for example.

Also, I've already seen on some custom templates that people are using wastelands. And, of course, on fixed maps. There are currently two in the collection where you can explore the wastelands: Gold Rush, Great Wasteland.
