This would allow the moderators in the future to include the fresh mode in tournaments as the default (currently, it is usually only by mutual agreement).
But even with the generator fixes, you need to act with extreme caution. Perhaps, for small templates like SML, "road alignment" is great; but for XL+U, this may lead
to a weakening of non-linearity, and, accordingly, a deterioration in the interest of the gameplay.

today, from the so-called "Basic, non-disableable changes":
1. The main stumbling block is that it simplifies the restructuring of the GM below any criticism. Absolutely unacceptable.
3. I personally don't like it, but I can accept it.
7. Unacceptable - it removes randomness, reduces the interest of the gameplay.
9. I don't like it as a gameplay change, but I can accept it (I would like accurate information on how the value has changed).
The remaining points are either not bad or good (only raises a question about point 14, what exactly are the changes?).
In total: If you remove (or move to Gameplay changes) points 1 and 7, then I think the fresh mode will become in demand as the default in many
tournaments. You can also make a separate checkbox that can be connected separately from the rest of the Gameplay changes to connect "Native troops from hives and
conservatories" as the most significant, but at the same time quite interesting gameplay change.
7 is also not very critical, it just allows you to pump the main hero or take a risk to get a useful skill (or the main hero).
In general, I really like the current situation, and I am in favor of adding the HW rules with these changes.
I don't think it is necessary to introduce a bunch of checkboxes.
