The wording "anything not explicitly allowed is prohibited" is really poorly chosen. If you're going to prohibit something, specify exactly what. Otherwise, something might come up during the game, and it will be unclear whether it's allowed or not.

You were already advised on what to do :) You just needed to change the secondary criterion for determining the winners in the rules from POINTS for the game to HERO EXPERIENCE POINTS.
