It requires a bit of technical knowledge and the ability to search for what each code means and in what format it needs to be filled in.

The text file is the simplest and most convenient way to configure. But I agree, for a wider audience, it would be good to have comments with descriptions – it's not difficult, any Heroes player can do it themselves; it just needs the approval of the "Boss."
For me, the problem is the scattered settings in 4 different places and their interrelation; it's like a maze where you have to edit text files, the registry, policies, and msconfig – with a result that is unpredictable from the start.
