Heading towards CIS-2020.

The only thing I would do is prohibit registration in both brackets (in case there are any willing participants). Otherwise, this is an optimal step in the development of the CIS championship. IMHO.

If more people join, it will naturally benefit everyone. But so far, the same players have been participating, more or less.
As for having two brackets, there's an option: introduce a rule for players in both brackets to accept their turn within two minutes...
