I used to have these problems quite often, now - only in rare cases. And very rarely does it happen that I can't find an opponent for a long time.

Try spending a few minutes before the game. Clarify whether the opponent knows the rules (including timers), whether he understands that the game is for rating (or not for rating), and how to acknowledge defeat. How much time does he have for the game, etc.
