You can get +4 to magic skill through the Education branch (+2 from Graduate, +2 from magical reward).

Actually, this is a bug in the Russian version of Wheel 3.0; Graduate gives +2 to knowledge, not magic. So, you can only get +2 from Education, but through two different paths (either through the reward or the secret keeper).
