Most likely, that's the case. But during weekdays, between 12 and 3 PM, it's a nightmare because people have lunch breaks at work. I haven't checked around 4-5 PM, but from 6 to 8 PM, it's bad again (at least on weekdays).
And on weekends, it's best to go to the store before 12 PM because after that, it gets chaotic.
