Did everyone receive New Year's gifts, as far as I understand?

Everyone who went through the ceremonial procedure did. And everyone had to go through it.

How should I understand this? If I pay 3k, do I get three skills at once? Or 2 and 3 for free?

I forgot to set the correct experience for the second one, and I didn't format the third one (also forgot). I'll probably do it today.
