Activate them but not send them immediately? No.

What is the rats' speed?

Hmm, it was originally intended that they wouldn't have any speed, they would run immediately where they need to, but still, we need to set some reasonable limit on the distance. Let it be 20.

"Applications" – is that per day or per battle?

Per "phase," the duration of which may vary.

Until the end of the phase.
