What does "putting a minus" mean? No one actually does it; it's automatically added if you're blacklisted. It's a ridiculously stupid system. I asked about this on VK, and they told me they consider this system normal.

But that's just facepalm-worthy! If that's really how it works. Although, if I remember correctly, there was something similar on Habr: when a heated debate breaks out in the comments section of a post, those whose opinions many disagree with are denied the right to comment (or something like that; I don't remember the details, but it was a similarly stupid and unfair system). Luckily, I'm not among the participants there.
And in general: any communication system without proper moderation and adequate moderators is doomed to become a cesspool. Especially if a significant portion of the participants are morally immature (usually schoolchildren, but not only). And any imperfection in the existing system will inevitably be exploited for abuse by such immature individuals, which is what we're seeing (or rather, what those who are registered there are seeing – I'm not there either).
