In the last month, I've played about 40 games in the lobby with a rating from 0 to 400. I only encountered one person who wasn't quite adequate, and even he surrendered normally. All the others, even at ratings of 0-100, were quite reasonable, no one was rude, gave negative ratings, or left the game.

What does "giving a negative rating" mean? No one gives it; it's added automatically if you're added to the blacklist. This is a ridiculously stupid system. I asked about this on VK, and they told me that they consider this system normal. I specifically created a new account and played one game, if you can even call it a game. On the 114th turn, the opponent surrendered, and I got a -1. I didn't even write anything to him in the chat; it was a random room without restarts. All I wrote in the chat was "go." So, your worldview is based on your personal experience, and don't try to extend it to everyone. These pluses and minuses have become very important for some people. After the final battle, one unranked golem wrote "gg," confirmed the loss, and closed the game. You can't write anything to him because the chat becomes unavailable for typing if the person is offline. He didn't leave a password, so I logically added him to my blacklist an hour later; I don't need him in the next game, and I don't want to play with someone who leaves like that. Two days later, I log into the game, and the golem has controlled his +5, which has decreased to +4, and he adds me to his blacklist as well.
