Which level 7 creature is the best, and why?

To Draco, As far as I know, there are no level 11 dragons. That is, Azure Dragons are the strongest in the game overall. Level 8 - Magic (Fabled) Dragons Level 9 - Rusty and Crystal (Ruby) Dragons Since I passed the campaign with Dragons, I should remember them. Maybe there are others with levels 8 and 9, but I don't know about them. Regarding your choice of Chaos Dragon, I'm trying to somehow argue in favor of the Titans, but I can't. They are both equally strong (not for nothing are they considered enemies in the game).
