It might be in the yard of a private house. Keeping dogs in an apartment is just ridiculous. And it's even more ridiculous to let your pets sleep in your bed. I wouldn't want to get within a few meters of such enthusiasts.

As for other people's dogs and strays, this is something that shouldn't exist in the 21st century. First, there's dog poop everywhere. In a small town, 100 people will take their dogs for a walk in the morning and evening – that's 200 piles of poop. Of course, no one wants to clean up after their own pets. This is especially noticeable in winter, when there's yellow or brown on every five meters of white. Second, there are idiotic owners who walk their dogs without a leash or muzzle.

There are no such problems with cats. They don't attack people and they poop away from the places where people walk.
