As for other people's dogs and strays, this is something that shouldn't exist in the 21st century. Firstly, dog poop everywhere. In a small town, 100 people will take their dogs for a walk in the morning and evening – that's 200 piles of poop. Of course, no one wants to clean up after their own animals. This is especially noticeable in winter, when every five meters there is something yellow or brown on the white snow. Secondly, there are idiotic owners who walk their dogs without a leash and muzzle.
There are no such problems with cats. They don't attack people and they poop away from the places where people walk.
