But what's the point of creating such a leveling system? The creators of Heroes have already balanced all the races. And if Phoenixes have a +4 bonus, then that's how it should be. They are inherently weaker.

I don't argue with these guys – they're doing a great job, and personally, I'm quite happy with the balance. I just removed the objectively strong aspects from everyone (it's clear that they are incomparable, but I pointed out the first things that came to mind – these are the points that are often considered a plus), which allows you to think about the essence of the army, and not about some (conditional) advantages... :) I also include Phoenixes in this category.

I personally believe that Necropolis is stronger than the others in most cases. But not always, of course.
