HotA - General Questions and Discussions

Here's another question: can we include in the rules for HotA a clause about changing heroes when restarting (it seems everyone plays that you can change them, but questions might arise)?
The rules currently only state:
"Restarts
In the situations described below, players must/may start a new game with a map regeneration. If HoMM3 HD is available, to restart, the server can press the Start Over button in the System Options menu."
