IS THERE A RANDOM MAP EDITOR FOR HEROES 3: THE SHADOW OF DEATH?

Isn't there a separate program that creates maps directly within the game?

Install The Restoration of Erathia first, and then install The Shadow of Death on top of it... and everything will be fine.
