I just happened to read the latest post, and it seems Kirill is just arguing for the sake of it. He probably knows that in the US, huge sums are allocated for insurance by the individuals themselves or the companies they work for.
Yes, sums are allocated in the US. And just try to refuse help to an honest taxpayer and an insured citizen.
And in our country, sums are also allocated (from budgets of all kinds, which are collected from employers and citizens beforehand). These are the very sums that mostly end up in specific pockets and don't reach their intended recipients, i.e., the people who need medical help.
