The text of the law is irrelevant. What matters is that it was the cause of the unrest in Crimea and the Donbas, which ultimately led to what it led to.

It wouldn't have been difficult to predict such a reaction and wait a couple of months before "repealing" it. But since they didn't do that, there must have been a reason...
