The thing is, technically it can be. And there are already complaints about people doing that... And it falls under: “The use of any additional programs or files that affect the gameplay without the opponent’s consent is prohibited.”

And regarding the restructuring – in my opinion, it’s optimal in classic Heroes. Because there’s no need to make it too easy to obtain the most important spells of the game, which are on level 1. Slow, Earth Sight, and Air Sight.
