Is there such a mod?

Unfortunately, this is impossible without modifying the core game files!

This feature was rumored to be included with the release of patch 3.2 and/or a new expansion created by Nival Interactive, but alas...

How can this be done in this game? If some mods have this feature, but it's impossible to extract it directly from the game files, is there a way to keep all the skills in the game in their original positions and also adjust the perk tree?
