Get off Aski.

First, ICQ was banned in Ukraine.

The mail.ru domain was banned on the DNS servers that handle the *icq.com zone. Consequently, the login.icq.com name cannot be resolved, and you cannot connect.
Try setting up Google DNS; it should help.
