NCF – Extended list of Neutral creatures.

The problem is that the goblin is animated – it waves its arms and turns its head, but all the models are only attached to the wolf, and they don't repeat the goblin's movements.

As an option, goblin riders could be made based on lizard riders. Change the body parts of the rider to goblin ones, and try to make the wolf in the form of an effect...

If it is not possible to make the wolf in the form of an effect, then you can make goblin riders as in Heroes 7.
