Giving up on the outpost. Towers didn't work out at all. On turn 125, after Utopia, I rushed to Kira, and still needed 20+ Storms and 70+ Giant Lizards, plus the GG.

Single-player game, unfortunately. Diplomacy didn't want to level up to 5, the roads were terrible, and the adjacent tiles had a penalty (desert and swamp). It seemed like the process was starting in the second week, but my opponent was doing too well.
