Are those the two heroes who are in prison? Does that mean I have to level them up?

They are already fully leveled up, and starting from version 1.2 and subsequent versions, only Talanar retains his ultimate ability, and you will only see them after the siege of Cyris Tally, in the mission with Nicholas.
