Players are not permanently banned for a single offense. After all, leaving a game once is not such a serious crime that it should prevent someone from playing altogether. The list is simply needed to keep track of how many times each player has violated the rules.

Of course, cheaters are much rarer.

Permanent bans do exist, however.
