It's clear that there are problems. For users in Ukraine, you need to specify a proxy server in the ICQ settings. Search for "free proxy" on Google. Do not use proxies with Ukrainian or Russian IP addresses - they will not work. The best option is European proxies with http(s) on ports 3128, 8080, or whatever works. Another possible method is to configure a Tor service with a local server at 127.0.0.1 - it's not the easiest, but it's a long-term solution. I can tell you more about it later if you're interested.
