They have base damage equivalent to a bow after two upgrades, armor penetration, the ability to upgrade the archer skill tree, and the ability to move and shoot simultaneously. At the same time, the range is the same as a bow, there are no penalties, the only thing a bow has is an additional attack, and that's only on the third branch.

In my opinion, this is not enough of a nerf, but it does convey the crossbowman spirit - fire once, kill armored knights, and stand vulnerable.
