Agreed draws in the last two rounds were prohibited, but if the match dragged on and the players didn't finish within the time limit, they could submit their saves to the arbitrators, and the result could be accepted by a judge's decision, including a draw.

However, if there is no report, no one requested to appoint an ODD (Official Decision Decider), or a judge's decision, then both receive a technical draw.

I understand that a slightly different situation is being discussed here (points 13, 14, and 15 of the tournament rules), namely that if both players fail to submit a game report on time, both players receive a technical draw of 1:1, rather than a mutual technical loss of 0:0 as was the case, for example, in the OFB. Dirty believes that 0:0 is fairer both to the other players and to the players who scored. In the grand scheme of things, there is no difference in the outcome, whether it's 1:1 or 0:0, although there is a possibility that a player who scored in the last two rounds against players in a similar situation could end up ahead due to the technical draw of 1:1, overtaking a player who honestly played all the games and could have finished in 4th place if the "scorers" had been given 0:0.
