So, if one player doesn't want to play against another, and that player also isn't looking for a match, and no one requests a single duel, will the result be considered a technical draw?

For a technical draw (caused solely by the absence of both opponents), each player could be awarded zero points, as it's essentially a game that wasn't played and shouldn't increase the score for either player.
However, this wouldn't prevent hypothetical match-fixing: if they decide to agree on a draw, they'll still do so, even using the same report.
But from a tournament discipline perspective, yes, in the case of a formal absence of both opponents in a round, a zero result for both would be fair to the other participants in the group.
