Amilu is a player from the 1st or 2nd tier. And he will wait (and hopefully will wait) for a group where he can join as a 1st/2nd tier player. And not as a 6th tier player in the 14th group.

In other words, if there are no more people willing to form a separate group, one that corresponds to the conditional "tier" distribution, then Amilu won't play, right? Just clarifying.
