Overall, I agree with Lock. I'm willing to play any format, but I'd rank them in terms of preference as "expansion pack selection" > silvers and bronzes > standard format.
I'll add that I initially envisioned the expansion pack selection format exactly as Ment described (if I understood him correctly): choose expansions not through a universal vote, but individually. Then, you can select expansions that suit your classes, rather than ending up in a situation where, with the chosen rules, your favorite crafts turn out to be weak, while those that you don't have many cards for from the corresponding sets end up being the strongest.
The main problem with this approach is that "cancer" decks like the cockroach or Daria, which are based primarily on cards from one or two expansions, will likely still exist. I see two possible solutions here: either, as Morny suggested, limit the number of legendaries and possibly gold cards, or simply ban certain 2-3-4 cards from each pack. Or restrict them to 1 copy in the deck. And the cards to be banned should be determined by a vote. But this could take a long time and be unjustified with a small number of players.

Although... If you choose four expansions through a general vote, then it will probably be fine. For some reason, I thought about two, but Ment was actually suggesting one. One seems like too little. Unless you allow players to choose different expansions separately for each of their classes – like playing with Bahamut-Dragon, Chronogenesis-Portal, etc.
