Section I, paragraph 11: For games where one of the players plays as Tower, Library Reconstruction is activated.

I am definitely against nerfing Necropolis and Library.

Library is already almost banned in most games, by the way.

It would be better to make Overtime mandatory at all stages of the tournament, as there will be far more people in favor of it than for everything else. Overtime 115 does not interfere with the game in any way; it only significantly reduces the time for restarts. (Overtime limits for various templates are specified in the HotA rules, if necessary.) Further increasing Overtime and the subsequent controversial situations will negatively affect the players.
There was a vote, from which it is clear that the majority are in favor of its introduction. And statements like, those who were against Overtime were afraid to click the "against Overtime" button on the internet (which is why there are more of them) sound absurd. The same can be said about those who wanted to vote for Overtime but did not do so.
