Could you list the heroes for each city, and their appearance in the tavern on days 111-112 (with or without an army – it doesn't matter, whether they were bought or not – it doesn't matter) = is this considered tech-related?

This could lead to spending too much time on rests and possible conflicting situations.

Here is what I would also like to suggest to the organizers. And this is not only for this tournament, but globally. It is clear that you need to be able to play any hero and any city well. But I think that Luna needs to be fixed in principle, regardless of the starting cities. It is fixed simply: a ban is introduced on Luna using the wall of fire in battles with neutrals.

What about if, in a Castle vs. Elves game, one player gets Tant and wins the game? Do you think about this when you write + to random? :)

How many such games have there been, just to make Tant happy in the tavern... And how many times have such games been punished by a rush in the beginning of the second week, while Tant has not yet had time to develop and is being bombarded with crossbowmen/grenadiers...

And you can also open the dungeon on the rest, and there is a happy Tant... In short, IMHO, it is a crazy idea to have rests based on the presence of someone in the tavern, except for Gosh and Luna. Gosh with three stacks in the tavern on day 111 is an overpowered hero for any city, regardless of the choice of starting hero. And Luna is also overpowered, although it requires more skill.
