For fan games, it's not even necessary, but if people want to compete in "serious" tournaments, which I definitely consider любимцев to be, they will either have to catch up in terms of capabilities or take a break from such competitions.
You probably sign up for a tournament to play with serious opponents, but at the same time, you're not drawn to their "level" – some use timers, others have principles. I, for example, have practically stopped signing up for tournaments for this very reason; I simply don't want that kind of experience.
