If we're going to implement a change to the library rebuilding mechanic, it should be applied to everyone. It's not possible to programmatically disable library rebuilding for everyone except the starting tower. If a Necromancer has signed up for the tournament, then, of course, they should be allowed to play without the "Out of Harm's Way" skill until the 1/4 finals. I, for example, am not ready to sign up for a tournament under these conditions. At most, I would be willing to play without "Out of Harm's Way" only during the group stage (and even then, hoping for decent opponents).
