Based on the current rules, restructuring the library will not be implemented. I think this is correct. But not for the starting Tower. Even with the restructuring option enabled, the opponent of the "Tower" player will also be able to use restructuring in the game, which is a lesser evil than prohibiting restructuring for the starting Tower.
