HoMM3 HD is a mod (add-on) for the game Heroes of Might and Magic 3.
I think option 1 is the only correct one, from the point of view of game logic.

It turns out that rebuilding a tower without a built library will be inferior compared to rebuilding other towns.
Question: is the option to disable the library slot rebuilding still needed or not? Because with the library slot rebuilding disabled, rebuilding in a tower will be worse than in other towns with GM4/GM5.
The point of disabling it is that after the library is built, its slot remains unchanged, and other slots are rebuilt. Without a library, no one will rebuild the GM.
