What if there's only one enemy? You wouldn't want to hit yourself. In some cases, it's better not to use Chain Lightning at all...

I was considering the situation where you have fewer units than the enemy and a Hero Mage. If the enemy has only one unit, you can just hit it with a regular Lightning Bolt. But in Heroes 5, it became weak. :cool:
