I think Nibruus means that the 3rd tier creatures (NCF) should be more distinct from the others.

That's clear, but to be fair, I'll note that the 3rd tier creatures are significantly different from the rest in that they are stronger. I even remember there being complaints about this, saying that the 3rd tier creatures are too overpowered and need to be weakened.
