1. Underused spells. There are a lot of spells in the game that no one uses, like Air Shield, Magic Mirror, Counterstrike, Slayer, Accuracy, etc. And conversely, everyone uses Haste 24/7. I suggest, for starters, reducing the mana cost of most exotic buffs/debuffs to symbolic values, for example, 2 mana for an advanced spell. And conversely, increase the mana cost of Haste and Slow by at least one. Where the effect is quantitative rather than qualitative, the numbers can be increased even further.

2. Eagle Eye. I think everyone agrees that in its current form, it is completely unplayable, even if the numbers are increased to 100% chance and level 5 on expert difficulty. I suggest removing it from the game as a separate skill and making it an add-on to either Scouting, or Training. I personally like the idea of adding it to Training, and redoing items with a bonus to Eagle Eye to give a bonus to Learning instead.

3. First Aid. I suggest, firstly, that the tent should work like Cure, i.e., remove all debuffs, and secondly, that on expert difficulty, it should work on all stacks at once. Then, at least, the opponent will be forced to spend 1 shot with a damage-dealing stack, or 1 cast, or 1 turn with flying units to destroy the tent on the first turn; otherwise, the Haste spell will be dispelled every turn automatically. This would at least have some influence on the game.
