The comparison wasn't with ordinary heroes, but specifically with companion heroes, considering the ban on Dragon and Gelu. In my opinion, enchanters and snipers are very weak (their stacks are practically one-shot), and even bears with anti-magic under Kilgor will give more advantage than additional archers, for which you also have to pay a considerable amount.
For the Arena, there is no difference between a companion hero and a regular hero. What matters is how much imbalance their presence creates.
