I don't quite understand what the complaint is. The maximum values for the range of creatures specified in the templates were never presented as the maximum defense value for a group in a zone. These are internal numbers for the generator, which it processes in a specific way (the description is available in the link above), and based on which the player can obtain some information. However, the player's misunderstanding of the meaning of these numbers does not mean that they "do not work logically." They have their own internal logic, which is consistent with the spirit of the generator and is the same in both SoD and HotA.

Regarding the Jebus Cross template, it has been played as is for many years, and I am seeing this kind of complaint for the first time. If it is proposed to change the template or make mt_Jebus different from Jebus Cross, then a more detailed justification should be provided.
