Usually, if the Guardian of Order (GO) is on a rough terrain map, one of the roads leads directly to the opponent, resulting in an early encounter and tech rush.

In my opinion, this is the essence of Competitive gameplay, meeting on the 2nd week :)
So, why create more rules if you yourself say that there is a restart option in case of an early encounter? (And this rule is specifically for those who get a bad starting position).
