It seems like there's not enough speed without Lore, and starting with Lore isn't very effective.

If you want to nerf this feature, just remove 1 speed from the upgraded harpies, so it's not 9, but 8, and then you can only get the Workshop with Lore and only in the Dungeon. That's too many factors, and relying on Lore only to get the Workshop is a big risk.
