Walkthrough tips, Campaign discussion [Heroes 5: Hammers of Fate].

I'm stuck on level 1-4 ("Negotiations"). Even if I only take one peasant, it says that no extra troops will be allowed. I understand that only a patch can help, or is there some detail I'm missing? I really don't want to download 114 MB...
