Why not make it an L map? There are few zones and cities in the zones...
There are 13 zones on a plane, which means 26 zones on the map.
This is typical for XL+U maps. For example, 8mm6a has 26 zones, 6lm10a has 25 zones, and so on.
For L+U maps, the maximum number of zones before they turn into tiny squares is 18-20. For example, Diamond has 16 zones, h3dm1 has 20 zones, and even here they often turn out to be too small.
Therefore, when converting to L, the number of zones will need to be reduced.
