It seems that players at C-ranks don't have the resources for a mid-tier sword, which is why they can play with Rune decks without any issues. If they could, they wouldn't be stuck at C-ranks, haha.

Well, yes, there are fewer players using meta decks there, as far as I can tell. In the unlimited format, where I'm at roughly the same rank, it's worse. And in Grand Prix, even with the same Chimera deck (there are no other rotational decks), I couldn't climb higher than 3 out of 5.
