It's still a bit unfair to bet on a win, get a draw in the main time, and then proceed to extra time/penalties. In betting companies, these bets always differ. However, if you bet on a draw in the main time, you can predict the winner for 1 extra point. For example, team 1 - team 2, 1-1 (2-1/team 1 wins on penalties). As for the large number of draws, I don't believe that will happen.
